The role of political elites is an important theme in the study of EUenlargement; but how this relates to domestic politics is often neglected. This theme isapplied to Romania, with a focus on the problems of implementing the EU’s politicalconditions. We celebrate the five-yearanniversary of the European Institute ofRomania with the feeling of havingaccomplished several projects thatcontributed to Romania's preparation for itsaccession to the European Union.What do five years mean? Animportant period at least in terms ofaccomplishments for a country in transitionlike Romania and for an institution that wasinvolved directly into the clarification of preaccessionissues. Most obviously, in othersystems, five years do not mean much. Forinstance, I remember that the Director of theEuropean Institute of London School ofEconomics told me in 2000 that, theorganization he was heading, at its tenthanniversary, was considered to be „a younginstitution” (according to British standards).
In this article, attention is called on the American attempt to change theinternational rules of intervention, and the impact this choice has on transatlantic relations.Hegemonic theory of world politics is the theoretical framework of the analysis. At the sametime, the evolutionary world politics model is adopted to understand change in worldpolitics. In the first section of the article, a set of concepts for the analysis of the structure ofgovernment of the world political system is presented. The second section is about thecurrent phase of hegemonic politics and the state of transatlantic relations.

The entry of ten new countries in the EU raises a number of questions about theneed and type of reform of EU policies on cohesion and regional state aid. This paper examinesthe impact of regional state aid on regional disparities. It finds that the effect of state aid on regionalcohesion is ambiguous, partly because state aid is not proportionally granted to the most needyregions. In the context of the forthcoming debate on reform of regional policy it follows thatmember states should limit the geographic coverage of regional aid and should take into accountthe possible trade-offs between other types of state aid and regional development or cohesion.

Although access to EU financial resources is by far not the only objectiveof the new member countries, it is considered to be an important instrument to accelerategrowth and economic modernization and support the catching up process to current EUlevels. The article deals with the current structure, constraints and contradictions of the EUbudget from 2000 to 2006, both from the background of global developments, intra-EUinterests and the requirements of successful accession. Special attention is paid to thepreparation of the new member countries to efficiently and quickly absorb available EUresources (both in agriculture and in the framework of structural and cohesion funds).

Viitorul Uniunii Europene este condiţionatde succesul procesului de reformă cu care seconfruntă instituţiile acesteia. Sistemulinstituţional conceput în urmă cu mai bine decincizeci de ani prezentat la acel moment, ocoerenţă impusă de realităţi geografice, politice şijuridice mai puţin complexe decât acelea cu caretrebuie să se confrunte Uniunea astăzi.Schimbările care au fost aduse pe parcursarhitecturii instituţionale europene – pe fundaluletapelor procesului de extindere a Uniunii – nuau fost unele de substanţă. Saltul de la 15 la 25sau chiar 27 de membri impune însă o abordarede fond, cât se poate de pragmatică, a ideii dereformă instituţională. La obiectivul redobândiriiunei coerenţe instituţionale care să răspundănoilor realităţi geopolitice au contribuit şiîncercările de reformă instituţională care aumarcat momentele Amsterdam şi Nisa.

In only a decade the European Union has moved from being a new kid on theblock in terms of foreign and security policies to being a high profile and surprisingly effectiveinternational actor. Certainly, it has failed to match the ambitions of some of its mostenthusiastic proponents. Certainly, too, European publics know next to nothing about what theUnion does in the international realm. It is because of this that, despite their potential and theireffectiveness to date, EU policies in this sphere were widely derided as failures following themoment when the attacks of 11 September 2001 shook the western world to its core.

At the end of every European Union accession negotiation, there is a fight aboutfinance. Yet finance is by no means the most important element of the negotiations. Mattersaffecting the vital interests of new and old members like the free movement of labour or therepresentation of the new member state in the institutions of the Union are usually far moreimportant in the longer term. But it is easier for politicians to talk to voters about money thanabout policy. The budgetary negotiations in this first enlargement to the countries of Central andEastern Europe were perhaps more important in that these are relatively poor countriescompared to the Union average per capita gross domestic product.

Romania is trying for some time to launch the deregulation and liberalizationprocesses, absolutely necesssary for economic development. Unfortunately, many persons in Romaniaconsider competition as a harmful force, the cause of the hardships faced by indigenous firms.Our analysis will show that competition is indeed harmful not to all but only to inefficient firms.The role assigned to competition policy is to cure market failures. These failures may springfrom two sources: business activity and government regulation. The former cause of monopoly andinefficiency is dealt with by legislation, the latter by lobbying decision-makers.

Agriculture poses considerable tensions for enlargement of the European Union,because of its continuing importance both in the economies of the applicant countries of Centraland Eastern Europe, and in the EU budget and acquis communautaire. The preparation ofagriculture in the candidate countries to join the EU is rendered more complex by the fact that theCommunity's Common Agricultural Policy is a moving target. As it moves towards the new millennium, the Irish economy is impressive not onlybecause of the extent/speed of the transformation and of its growth performance but also due to thefascinating effectiveness in implementing the Structural Funds programmes. In this respect, thearticle explores the role of the Structural Funds in Ireland within three separate themes: institutionaland organisational aspects of EU funds; procedures and instruments associated with EU funds;interrelations of monitoring, evaluation and management of EU funds. Even though, not all aspectsof the Irish experience are likely to be equally relevant to Central and Eastern European policymakers and analysts, it is important to learn the essentials of the Irish case.

The paper attempts to systematically explore, first, the rationales for supporting the agricultural sector in Romania and, second, the extent to which the preparation for accession calls for the dispensation of such aids. The author concludes that, following a brief period ofrationalization, both the scope and, even more so, the modalities of supporting the agricultural sector are prone to lead to perverse effects, while not facilitating in any meaningful way the country's eventual accession to the European Union.
