  Seria paşilor propuşi de Kremlin ridică mari semne de întrebare
Preşedintelui rus Dmitri Medvedev i-a trebuit exact o oră şi jumătate ca să-l întoarcă pe liderul de la Tiraspol, Igor Smirnov, la negocierile politice cu Chişinăul. Până acum, Kremlinul îl folosise pe Smirnov ca să blocheze orice negocieri asupra statutului Transnistriei şi retragerii trupelor ruseşti. În ziua de 3 septembrie, însă, la Soci, preşedintele Rusiei i-a comandat principalului reprezentant al Rusiei în Transnistria să se întâlnească foarte curînd cu preşedintele moldovean Vladimir Voronin şi să negocieze cât mai rapid asupra statutului Transnistriei.

  SOUTH OSSETIAN LEADER CHOOSES EUROPE
Dmitry Sanakoyev, leader of the Tbilisi-backed interim administrative unit in South Ossetia, visited Brussels on June 24-26 for informal introductory talks with representatives of European institutions, diplomatic missions, and think-tanks and a speech in the European Parliament. Invited to Brussels by the European Union-Georgia Parliamentary Cooperation Committee, Sanakoyev conveyed a message that his administration and a large part of the local people wish to follow Georgia’s European orientation and seek EU backing for South Ossetian autonomy within Georgia.

  VORONIN-PUTIN NEGOTIATIONS: END GAME AHEAD OF PUTIN-BUSH SUMMIT
Presidents Vladimir Putin of Russia and Vladimir Voronin of Moldova held a non-transparent meeting on June 22 in Moscow and are scheduled to meet again on June 30 (Moldpres, Basapres, June 22, 23).   SOUTH STREAM: GAZPROM’S NEW MEGA PROJECT
On June 23 in Rome, ENI Chief Executive Paolo Scaroni and Gazprom Vice-Chairman Alexander Medvedev signed a memorandum of understanding to build a gas pipeline from Russia to Italy -- South Stream. Energy Ministers Pierluigi Bersani of Italy and Viktor Khristenko of Russia joined the two executives in providing some commercial and technical specifications of the project.

  SUMMIT TAKES STOCK OF GUAM’S PROJECTS, INSTITUTIONAL DEVELOPMENT
On June 18-19 in Baku, the GUAM countries’ annual summit reviewed the state of implementation of the group’s policies, projects, and institutional development. Presidents Mikheil Saakashvili of Georgia, Viktor Yushchenko of Ukraine, Ilham Aliyev of Azerbaijan, and Moldovan Prime Minister Vasile Tarlev (substituting for President Vladimir Voronin who was attending top-level meetings in Brussels that day) were joined by Presidents Traian Basescu of Romania, Valdas Adamkus of Lithuania, and Lech Kaczynski of Poland, in keeping with the flexible GUAM-Plus formula of cooperation with the group’s partner countries.

  GUAM AT TEN
Heads of state and governments of Georgia, Ukraine, Azerbaijan, and Moldova -- the GUAM group of countries -- met June 18-19 in Baku, together with the presidents of Romania, Poland, and Lithuania. The meeting marks the tenth year of GUAM’s existence. The anniversary summit was not a celebratory one, however, as GUAM is still a group in search of a specific role and mission.

  RUSSIA DEMANDS A TOTALLY CHANGED TREATY ON CONVENTIONAL FORCES IN EUROPE
The “Extraordinary Conference of States Parties to the Treaty on Conventional Forces in Europe” (CFE), under way in Vienna since June 11 at Russia’s initiative, is developing in a wholly different way than had been expected. Russia is proposing what amounts to an almost total rewrite of the 1999-adapted CFE Treaty, which has not been ratified and brought into force since then. The version currently in force is the original 1990 CFE Treaty.

  KREMLIN, ABKHAZ, SOUTH OSSETIAN PROTEGES DELIBERATELY AMBIVALENT ABOUT KOSOVO
Russia is redoubling its rhetorical support for Serbia over Kosovo, ostensibly on the basis of the territorial-integrity principle. At the same time, Moscow stands with its Abkhaz and South Ossetian protgs on the basis of the self-determination principle (as Moscow construes it). Russian President Vladimir Putin leads the charge on the first track, while his presidential administration’s department under Modest Kolerov is operationally in charge of the second track of this policy, working with the secessionist leaderships.

  HANDICAP RACE WITH RUSSIA FOR CASPIAN ENERGY
U.S. government officials are fanning out to the Caspian region after the signing of Russia’s monopolistic agreements on energy transit with three Central Asian countries and Austria in May (see EDM, May 14, 16, 17, 29, 31). Those agreements, mostly of intent, would kill the Western-favored energy transit projects if Russia follows up with the signing of binding agreements by September as planned.

  RUSSIAN OIL PIPELINE SHUTOFF TO LITHUANIA: FAR-REACHING IMPLICATIONS
Moscow’s closure of the oil pipeline to Lithuania in July 2006 “looked, sounded, and felt” (see EDM, August 3, 18, 2006) like political and economic retaliation against the privatization of Lithuania’s Mazeikiai refinery by Poland’s PKN Orlen, which had prevented a Russian takeover. The Russian government cited the need for “emergency repairs” on the Russian stretch of that line, a northbound spur from the westbound Druzhba pipeline.
