  DESPRE UN MODEL AL COOPERĂRII TRANSFRONTIERE MOLDO-ROMÂNE: CÎTEVA REPERE PRACTICE

Orice cooperare transfrontalieră este marcată de complexitatea relaţiilor unei frontiere, mai mult sau mai puţin rigide, mai mult sau mai puţin traumatice sau nedrepte. Menţionăm că originile conceptului de cooperare transfrontalieră se găsesc chiar la temeliile întregii contrucţii politice ale UE, care-şi etalează astăzi reuşita proiectului său şi totodată puterea exemplului. Cooperarea şi dezvoltarea economică au fost două concepte îngemănate ale construcţiei europene de la începuturile Comunităţii Europene a Cărbunelui şi Oţelului.

  IS ANYONE READY FOR SUNFLOWER HARVEST IN MOLDOVA?

Despite some relaxing position in the recent polls , the leaders of the still largely unreformed Communist ruling party (CPM) in Moldova seemed to walk through a state of panic since the end of 2004. The recent ‘horticultural upheavals’ scared to death some of its leaders, exposing a deep sense of their vulnerability to the ‘soft-power’ changes that produced a number of notorious defections in Ukraine and Georgia. But, it was a proper revolutionary environment in these countries that fomented the changes, and only by virtue of a kind of ‘infrastructure of change’ that seemed to be so well-functioning the reactionary forces suffered a large defeat in both organizational and ideological terms in these countries.

  MOLDOVA IN 2005: PLAYBACK OR CHANGE?

The end of 2004 culminated with very good news for democracy in Georgia and Ukraine, albeit the impetus and energies emanated to democrats everywhere in the FSU is still difficult to estimate. I will attempt to analyse the impact of these energies on the main actors and trends that are changing today in Moldova.On March 6, Moldova will hold its 5th parliamentary elections since independence. And, as soon as a new Parliament will be validated, it will proceed to the election of the President of state, which still retains a wide arrea of powers, despite parliamentarian-type regime adopted in 2000.

  Between neutrality and reform: Moldova’s bid towards EU integration

Most of the countries that have originated from the USSR still bear many distinct elements in common, such as, the ‘weak state’ syndrome, partial or procedural democratic institutions, centralized systems of government, or underperforming economies, and last but not least, a deep sense of insecurity, which describe probably to its utmost the fragility of transition in an unsecure environment. I would certainly state from the beginning that the lack of security and appropriate mechanisms of protecting democratic standards throughout the territory that belongs to the Moldovan sovereignty, is perhaps the most important obstacle to domestic reforms in Moldova.

Conflictul din regiunea estică a RM este unul din cele mai mediatizate conflicte din spaţiul fostei URSS, atenţia cercetătorilor străini şi locali fiind, însă, atrasă mai mult de jocurile de putere ale Rusiei şi Ucrainei pe plan regional şi subregional, al aspectelor militare ale menţinerii şi evacuării trupelor ruse din regiune, şi mai puţin de stimulenţii utilizaţi de regimul de la Tiraspol pentru mobilizarea politică a pouplaţiei. Acest lucru este confirmat şi prin opinia frecvent întîlnită, după care, dacă Moscova ar dori ca „cetăţeanul Smirnov să-şi facă bagajele” (parafraza/Voronin), „acest conflict ar fi uitat în cîteva zile”.

  Political Antinomies in Moldova or the New Religious Crusades Under Political Terms

In spite of traditional theories that divide countries by religions or by language (Huntington), Moldova seems to be a striking exception that does not fit entirely to the existing theories on state building or post-communist transformation. As many authors agree in the West, the ‘Moldovan story is an unconventional tale’ and this is particularly true because of cultural divisions that split the society and the major ethnic group of the country, a situation which cannot be traced simply to a number of ethnic or political antinomies.
