  Consequences of Ukrainian Presidential Elections on Relations with Romania

The status of the Ukrainian-Romanian relations, before the 2004 elections, is very controversial, with many issues in "suspense". It is relevant to point out that we noticed the intervention of President Putin in the Ukraine electoral campaign or the arrival of some Western personalities, such as President Kwasniewski, or President Adamkus to mediate the crisis triggered by the results of second runoff, but no Romanian personality was involved. That reflects somehow the status of Ukrainian-Romanian relations.

  Time for Yushchenko to Step Up

Last week, Ukraine's parliament (Verkhovna Rada) rejected a number of measures that would have brought the country's trade regulations in line with international norms and that would have moved the country closer to meeting the requirements for World Trade Organization (WTO) entry. The bills included two “make or break" issues: the United States is demanding that Ukraine tighten copyright and piracy laws before it will consent to its WTO entry, and Australia has stated that without the adjustment of domestic Sugar quotas, it will not support Ukraine's request to enter the trade organization.

  The Orange Revolution: Round Two

Ukrainian President Viktor Yushchenko opened the parliamentary election campaign by firing Prime Minister Yulia Tymoshenko, sparking debate as to whether this action would instigate open war between the two or whether the former Orange Revolution partners would find a way to coexist peacefully. Signals suggest that war will be the mode of operation until the parliamentary elections in March. The war scenario could provide new life to those who appeared so discredited just eight months ago, while disillusioning a citizenry that had just begun to believe in a government “for the people.”

This will be President Yuschenko’s first official visit to theU.S. since his historic victory over Russian-backed presidential candidate Viktor Yanukovich.Ukraine’s Orange Revolution, which late last year brought millions to the streets inprotest against falsified elections, was a striking example of the power of freedom — a themePresident Bush placed at the heart of his second Inaugural Address and his recent State of theUnion speech. The courageous and peaceful character of the democratic revolution showed theface of a new European nation that deserves America’s immediate support.

The Ukrainian president’s management of foreign policy is displayed in some practical ways. The president’s direct international contacts are the most demonstrative indicators of foreign policy activities in addition to staff appointments and signed documents. Planning and executing international visits should be mentioned here first of all. Analysis of foreign visits list of the president of Ukraine in 2003 demonstrates that the thesis “European choice” is not presented in real actions: the absolute majority of the president’s visits were paid to the Third World and CIS.

  ‘Belarusianization or Europeanization? Ukraine Struggles to Define its Identity Between Two Elections’

In the late Soviet era national democrats were unable to take control of Ukraineand effect a change of elite. National democrats – who spearheaded the reform movementthen and now – were only popular in Ukrainophone central and western Ukraine. This hasremained the case throughout the 1990s. Our Ukraine has changed this to some extent bymoving national democrats into Russophone eastern Ukraine.The sovereign (national) communists led by Leonid Kravchuk were primarilyinfluential in eastern and southern Ukraine. In the 1990s they remained effectively inpower after Kravchuk’s victory in the 1991 presidential elections. In 1994 and 1999 thiswas confirmed by Leonid Kuchma’s victory. Only in 2004 could a candidate supported bythe national democrats –Viktor Yushchenko - possibly win the presidency, 13 years afterKravchuk.

The history of every nation contains moments that become decisive for its future.The peaceful Orange Revolution in Ukraine at the end of 2004 was just such ahistoric turning point for my country. Ukrainians stood up for their dignity andtheir freedom. It was a battle that they won. They made a clear choice in favor ofdemocratic civilization and for freely elected leaders to guide changes in their livesand in their society. To be sure, the new leaders of Ukraine have inherited a difficultlegacy. Nonetheless, they have the political will to reform the country in line withEuropean democratic standards.

Democratic audit has, over the last decade or so, become an importantanalytical tool for gauging and examining levels and qualityof democratic processes. It would be reasonable to conclude thatapproaches such as democratic audit have gained prominence inthe context of the third wave of democratization, which began inthe late 1980s. The process of democratization meant an expandingset of polities embarking on democratic liberal reforms, a setincluding polities from diverse cultural and historical settings andtraditions.
