  SLOVAK DETOUR WOULD DEFEAT ODESSA-BRODY OIL TRANSPORT PROJECT
Ukrainian Prime Minister Viktor Yanukovych’s government seems to have abandoned a project to extend the Odessa-Brody pipeline into Poland for pumping Caspian oil outside Russian control. Instead, Yanukovych is negotiating with the government of Slovakia on a plan to transport both Caspian and Russian oil through a Russian-operated pipeline.

  DOUBTFUL RATIONALES FOR UKRAINE'S BOHORODCHANY-UZHHOROD GAS PIPELINE PROJECT
The Ukrainian government is stepping up its efforts to form a consortium with Gazprom to construct a gas transit pipeline in Ukraine from Bohorodchany to Uzhhorod. The 230-kilometer line, with a projected annual capacity of up to 20 billion cubic meters, would provide an additional outlet from the main gas trunk line into European Union territory near Uzhhorod.

  OFFICIAL CHISINAU SEEKS RECOGNITION OF MOLDOVAN ETHNICITY AND MINORITY IN ROMANIA
Conflicting views on national and linguistic identity and history, long marring official Bucharest-Chisinau relations, have now led Chisinau to transfer the dispute onto Romania’s turf. Responding to Bucharest’s insistence that Moldovans in the Republic of Moldova are ethnically and linguistically Romanians, official Chisinau has now begun promoting the idea that Moldovans in Romania’s part of Moldova are entitled to recognition as an ethnic-linguistic group distinct from Romanians.

  ÎMBĂTATUL CU APĂ CHIOARĂ
Când ţăranul moldovean vede că cineva încearcă să-l înşele, să-l amăgească, el spune că cineva încearcă să-l îmbete cu apă chioară. Desigur, cunoaştem şi fenomenul auto-îmbătării cu apă chioară, atunci când omul se amăgeşte pe sine însuşi. În ultimele câteva săptămâni, în Republica Moldova, observăm un caz serios de îmbătare cu apă chioară, atât din partea altora cât şi cu forţe proprii, băştinaşe. Aceasta se întâmplă tocmai în sectorul vinificaţiei şi al exportului de vinuri.

  SECESSIONIST LEADERS COORDINATE ACTIVITIES IN MOSCOW
Between February 16 and 21, the “presidents” of South Ossetia and Transnistria and the “foreign ministers” of Abkhazia, South Ossetia, and Transnistria paid overlapping visits to Moscow for talks with Russian government officials and in the State Duma. The three “foreign ministers” also conferred among themselves on February 19-20 to plan an expansion of joint actions by the three secessionist leaderships.

  UKRAINIAN-RUSSIAN STEEL MERGER COULD AFFECT TOP-LEVEL POLITICS IN UKRAINE
The Industrial Union of Donbas (IUD), Ukraine’s second-largest steel-making group, is negotiating a merger with the Russian Metalloinvest group controlled by Alisher Usmanov, who also heads Gazprom’s investment arm for assets other than gas, Gazprominvestholding. An IUD-Metalloinvest merger could, if consummated, generate far-reaching political and business repercussions in Ukraine and beyond.

  GAZPROM, LUKOIL MOVE TO EXPAND HOLDINGS IN UZBEKISTAN
On February 19, Gazprom’s subsidiary office in Tashkent announced that Uzbekistan will deliver 13 billion cubic meters of gas to Russia in 2007, up from 9 billion cubic meters in 2006. Russia is the sole export destination for Uzbek gas. Under the contract for 2007, Uzbek gas is priced at $100 per 1,000 cubic meters, up from $60 in 2006, but still far below market value.

  GAZPROM EYEING UKRAINIAN GAS DISTRIBUTION NETWORKS
The law initiated by opposition leader Yulia Tymoshenko and adopted by parliament on February 6, banning any alienation of gas transit pipelines and other Naftohaz Ukraine state-owned assets (see EDM, February 7), has forced Russia's Gazprom and certain Kyiv officials to adjust their approach to this issue.

  KARS-TBILISI-BAKU RAILROAD: AZERBAIJAN AS LOCOMOTIVE OF REGIONAL PROJECTS
Azerbaijan’s President Ilham Aliyev, Georgian President Mikheil Saakashvili, and Turkish Prime Minister Recep Tayyp Erdohan witnessed on February 7 in Tbilisi the signing of a tripartite agreement to launch construction work this year on the railroad connecting their countries. The presidents signed a declaration on a “Common Vision for Regional Cooperation” on this occasion.

  UKRAINE BARS RUSSIAN-PROPOSED ALIENATION OF ITS GAS TRANSPORT SYSTEM
Russian President Vladimir Putin’s February 1 call to “unify” Ukraine’s gas transit system with that of Russia has strongly backfired. In Kyiv, opposition leader Yulia Tymoshenko initiated and the Verkhovna Rada adopted almost unanimously on February 6 a law banning any form of alienation of Ukraine’s pipelines and other assets of the national company Naftohaz Ukrainy.

  RUSSIA SAYS IT MAY DOUBLE OIL EXPORTS THROUGH THE BALTIC SEA
In its latest challenge to Europe’s energy security, Russia has confirmed the intention to increase its oil exports through the Baltic Pipeline System’s (BPS) maritime terminals by up to 100%. The recent, not yet resolved, confrontation with Belarus over the terms of overland transit ostensibly triggered Russia’s decision to redirect much of the oil export flow from the Belarus pipeline route toward the Baltic maritime route.

  GEORGIA TO SEND, LITHUANIA TO AUGMENT TROOPS WITH NATO IN AFGHANISTAN
High-level Georgian-Lithuanian talks on February 2-3 in Tbilisi included the issue of deploying a Georgian military unit and civilian specialists to Afghanistan with NATO forces there. Lithuania’s Prime Minister Gediminas Kirkilas, Minister of Foreign Affairs Petras Vaitiekunas, Chief of Staff Brig.-General Vitalijus Vaiksnoras, and Defense Ministry Undersecretary Renatas Norkus discussed this issue with their Georgian counterparts during this visit.

On January 31 Transnistria “president” Igor Smirnov finished forming the new “government,” which is a reshuffled version of the preceding one. The new government enjoys, at least on paper, more powers than its predecessor, as part of attempts to institutionalize the de facto authorities in the “Transnistria Moldovan Republic” (TMR, the official name).

  GROWING RISKS TO BALTIC SEA SAFETY FROM RUSSIAN ENERGY PROJECTS
The Russian government’s latest ideas about energy transit through the Baltic Sea are adding to the safety risks that are already involved in these projects. Moscow is launching its new ideas apparently without consulting the countries affected or the European Union and is ignoring the Council of Baltic Sea countries, which is authorized to examine environmental and navigational safety in the region.

  GAZPROM’S CLOCK TICKING ON BP’S KOVYTKA PROJECT
Gazprom and the Kremlin look poised for another forced takeover of major Western assets in Russia’s energy sector. On January 29, Nature Inspectorate (RosPrirodNadzor) deputy chief Oleg Mitvol announced that his agency and the Resources Inspectorate (RosNedra) are about to launch the final phase of investigations into TNK-BP’s Kovytka gas project in eastern Siberia.

  LUKASHENKA REDOUBLES OVERTURES TO THE WEST
Addressing a Minsk academic forum on January 26, President Alexander Lukashenka in fact had the European Union in mind for much of his speech, clearly signaling a turnabout from his hitherto exclusive Russian orientation.
